A new city-wide ordinance passed by the San Diego City Council will provide more stringent rules for the maintenance and content of the racks found in many parts of the city. Complaints about the adult-rated content of the materials found inside and the general condition of many of the racks that were not properly maintained by their owners lead to the creation of the new ordinance. Gossett and her husband David said the owner of this particular rack had been informed of the damage several months ago.
